Probably more of a British phenomenon; I take it you are not British, in which case I dont blame you for not having heard of them.  They are generally annoying little people without jobs, who wear tracksuits, lots of gold jewelery, baseball caps right on the backs of their heads, and drink cheap shitty cider.  I want to see one naked to see if they look any different from normal people once the clothes come off!

In America we have Trailer Trash.  That sounds like the closest thing to what you are looking for.  Trailer Park Tiffany might be a good choice to start out at.  I'm not going to lie...I like slumming from time to time.

Chavs are are closely related to what you might call yo-yo boys/gilrs, wiggers, little punks etc. in the US.  Little shites who think they are so tough and hardcore for drinking pints and smoking at school. Quite amusing actually, and the birds can be rather hot.
