My guess would be a timid photographer, or a photog with "morals". Also, considering she is Israeli, I don't know what the state of the legality of porn is over there, but I suppose it could be illegal. The places where she is fully nude I believe do not originate in Israel.
However, since I have seen girls go from explicitly nude to non-nude or "mostly" nude for a different website before (for instance, Julia was very explicit during her time with Galitsin, then suddenly became a "non nude" model for her website, only to much later become a nude model again for her site but never to the explicit point she was earlier), so I think a lot of time this is a decision that the photographer makes.
