Windows 7 URL Shortcut Icon Problem

I'm working on something cool (I'll share later if I get it sorted), but have run into a bit of a snag. I have hundreds of shortcuts all with custom thumbnails that work perfectly fine. Normal shortcuts - change icon, never any problem. Folders - change icon, also never any problem.

So here's the thing.. When you right click an open space you can choose New > Shortcut. Then you enter the shortcut location, name it and poof, a new shortcut. The difference is by using the right click method the shortcut you create is a .url file rather than a .lnk (like a normal shortcut). Okay fine no big deal, the .url shortcut works exactly as intended.

However, my issue comes when I add custom icons to the .url shortcuts. After changing a dozen or so inside a folder I realized that some of the icons had shrunk, while others had not. Icons that appeared large originally shrank to a much smaller size centered amongst the larger icons. I'd say maybe one in eight did this for no apparent reason.

I have tried everything I can think of, including deleting my usernames thumb cache. All it did was generate a new batch of malfunctioning thumbs. Some of the ones that were not working suddenly were, and others were not. It is, in fact, completely random.

Is anyone aware of a bug and/or fix to this .url thumbnail problem? Any help or info would be greatly appreciated!

Apparently that isn't how it works. I'm installing ubuntu linux on second drive right now as I type but given that I've used it before, I don't imagine I'll make it my primary OS (we'll see). Anyhow, No luck sorting this out so far, and I have tried EVERYTHING.

This is what is happening with custom thumbs, only on shortcuts made via the create new shortcut option. The properties show "internet" however I'm putting the url as a windows search text. It works great, but as you can see for some reason SOME of the icons wont scale larger than medium.
