Hmm, I'm not sure, but judging from the look of the model and photo it looks an awful lot like a late '90s David Lace photo.  They're a little harder to find these days, but his stuff used to be all over the net -- a lot of petite girls in glam poses with barrettes and hairbands, all with a bright candy-colored palette like you see here.  Does she ring any bells for anybody else?
