If the pictures were more flattering, she might have. But Scarlet is a big enough star that she can get all the attention she needs already. It's a common tactic to go on a "vacation" and "accidentally" be right where the (tipped off or even hired) paparazzi can take a lot of photos of you looking your best in a bikini. For example, this is what Selena Gomez does with that boy she pretends to date, just publicity for them both. On the other hand, I think there are also some more exhibitionistic types, such as Vanessa Hudgens, who may have done just what you described, and more than once. Or, even these famous women do what so many modern girls get used to doing, taking private pics of themselves, sometimes for a BF, and don't usually have to worry about anyone else seeing them--until hacked.
